New leader to guide next phase of regulatory oversight
The Financial Services Regulatory Authority of Ontario (FSRA) has announced Dexter John (pictured) as its new chief executive officer, effective March 1, 2025. John brings more than 25 years of leadership experience in corporate governance, risk management, and regulatory affairs.
Currently serving as the president and CEO of Morrow Sodali (Canada) Ltd., John has extensive experience advising on corporate governance, environmental, social, and governance (ESG) initiatives, shareholder engagement, and executive compensation. His previous roles include executive positions at D.F. King Canada and Kingsdale Shareholder Services Inc., where he provided strategic advice to boards and public companies on governance and corporate strategy.
John’s career also includes time with the Investment Dealers Association, the Ontario Securities Commission, and the Toronto Stock Exchange. Earlier in his career, he practiced corporate law with Stikeman Elliott, developing expertise in governance and regulatory matters.
A current member of FSRA’s Board of Directors, John has chaired the Business Technology Transformation Committee and contributed to several other committees, including the Human Resources & Governance Committee. A news release noted that his familiarity with FSRA’s operations, combined with his broad market experience, qualifies him to lead the organization as it seeks to modernize Ontario’s financial services regulatory framework.
“John’s leadership and strategic insight will be invaluable as FSRA continues to modernize Ontario’s financial services regulatory framework, engaging collaboratively with FSRA’s stakeholders and deliver regulatory efficiency and effectiveness,” said Joanne De Laurentiis, chair of the FSRA Board of Directors.
The Board also acknowledged the contributions of Stephen Power, who has served as Interim CEO since July 2024, noting Power’s leadership helped guide FSRA during the transition period.
In a statement, John expressed gratitude for the opportunity to lead FSRA. “FSRA plays a critical role in strengthening Ontario's financial services sector,” he said. “I look forward to working with our staff, stakeholders, and partners to ensure we continue to deliver on our mandate and create positive outcomes for Ontarians.”
FSRA is a Crown agency that oversees various non-securities financial services in Ontario, including insurance, pensions, credit unions, and mortgage brokers.
