Tighter criteria and affordability constraints pushed approvals back to 83,000 in November - 5,000 less than the previous October - whilst mortgage approvals for other purchases also fell back to 60,000.
November's remortgaging figures showed an increase on October's levels though, with approvals up to 95,000. Total net lending to individuals sat at £8.9 billion.
However the twelve-month growth rate fell to 9.5 per cent, whilst the three-month annualised growth rate fell to 8.6 per cent.
The Bank of England data also showed that the pre-Christmas rush took net credit card lending up by £0.3 billion.
