He will be responsible for governance, compliance and complaints, while he will also take care of anti-money laundering and data protection.
Previously Horsley was group secretary and compliance director at Engage Mutual Assurance.
Paul Hudson, chief executive of Cirencester Friendly, said: “I am delighted to welcome Andrew to the senior management team at Cirencester Friendly.
“Andrew has a wealth of knowledge and expertise gained from many years of senior management within the industry which will be an asset to the society.
“We continue to strengthen the team and I’m sure Andrew will make a significant contribution to the longstanding business aspirations of the society.”
Horsley’s appointment will ease the burden on Hudson and deputy chief executive Peter Brown, who previously fulfilled Horsley’s responsibilities between them.
Horsley added: “I am thrilled to be joining Cirencester Friendly, an organisation which is steeped in history but, at the same time, very innovative.
“I look forward to working alongside my new colleagues to ensure that we continue the longstanding commitments to be there for our members when they need us most and to providing first class products and service to the adviser community.”
