These changes impact all firms who have individuals carrying out activities described in the FSA TC rules. The changes are intended to strengthen the TC rules and respond to views from the industry, via external research, that the TC rules needed refocus.
The competence of individuals within firms has received much regulatory focus over the last few years and the FSA does not see that approach diminishing.
