Consumer Minister, Gerry Sutcliffe said:
"Buying or selling a property is the largest transaction that most people undertake, and estate agents play a central role in this process. This study will tell us how well the residential estate agency market is working for consumers.
"DTI officials will be meeting with estate agents' representatives, consumer groups and others over the next few months to help inform our response and we will also welcome other representations on the report.
"We will carefully consider its recommendations."
