Implementing new powers for private sector housing renewal by Rick Groves and Sian Sankey of the Centre for Urban and Regional Studies at the University of Birmingham, is based on a study - part-funded by the ODPM - which examined the extent to which local authorities are exercising the flexibility allowed by recent reforms to the legislation governing private sector housing renewal, and whether they had implemented a policy framework to enable them to do so. It assesses a number of factors which could enhance local authorities’ level of flexibility to develop policies to deal with poor housing conditions in the private sector and outlines innovative approaches in supporting private sector renewal.
