Blackpool is at the bottom of the list with only 0.4 planning applications for every 100 private homes, followed by West Dunbartonshire and Stoke-on-Trent.
Applications increased by 14% in the East of England, which was the largest national growth, and more than 100,000 applications were submitted to London planning authorities in 2016.
