In the MMR consultation paper, the FSA said that some aspects of it the MMR could be implemented before 2013 should there be widespread support for particular proposals.
The FSA said it did not expect to implement the majority of the proposals in the MMR before 2013.
However the regular did say it would have to consider market conditions and holds the option to defer implementation should it prove necessary.
