The scheme, created by legislation passed by the Scottish Parliament, requires all such landlords to register by 30 April.
David Salusbury, chairman of the NLA, said: “We are glad that this facility for the private-rented sector is now up and running, and that the Scottish executive has, after recent delays, given landlords a further month in which to register.
“If Scotland is to have such a comprehensive system of registration the Scottish Executive must assist landlords in navigating their way through the new structure. We remain concerned that further regulations are being piled on the private-rented sector and that these will not lead to the eradication of those issues they are designed to tackle."
The regime does not apply to registered social landlords. The rules were introduced as part of the Anti-Social Behaviour Act 2004. Originally the deadline for registration was 30 March but problems with the system have caused the delay in implementation.
Simon Gordon, NLA head of public affairs, added: “We are reassured that the Scottish Executive guidance states that local councils should regulate with a light touch. However, we remain concerned at the amount of personal information landlords are asked to divulge.
"We also believe that a close watch must be maintained how on how these regulations are being administered at local level. The private-rented sector is Scotland needs encouragement, not just supervision.”
