The cost of the property is more important than the cost of running the light bulbs. Anyone buying a large house knows it costs more to heat than a bed-sit. Except for first-time buyers, homeowners know how to budget for power bills and cut down if they get too high. The government, as usual, is treating the voters with far less respect than they deserve. How much is the certificate going to cost? It will only give average ratings – about as much use as average fuel consumption figures on new cars – after all, it depends how you drive it.
