Of that group a third of renters spent more than £750, while one in nine splashed out more than £2,000.
Ian Williams, spokesman for Ocean, says: “One of the benefits of renting is supposed to be that landlords are responsible for the upkeep of the property.
“Despite this, the majority of tenants are shelling out – in many cases quite large amounts – on improving the home that they rent.
“It is clear that too many landlords aren’t providing properties that tenants feel are acceptable and that landlords are likely to be benefiting from the improvements their tenants are doing.”
Three in five tenants (58%) have spent money on painting and decorating, one in seven (16%) have installed new flooring or carpets, while one in 10 (10%) have spent money on new curtains and blinds.
Tenants that improved their homes fork out an average £641.06.
