Former Ginnie Mae SVP joins Housing Policy Council

The Housing Policy Council (HPC) has appointed industry expert Michael Drayne (pictured) as its new senior vice president for capital markets.

With over 30 years of experience in the field, Drayne will focus on mortgage-backed securitization, capital markets, and technology and cybersecurity issues in housing finance. HPC said his role will be pivotal in identifying and promoting policies that support sound risk management practices, ensuring the stability and reliability of the housing finance system.

“We are excited for Michael to join the team. His outstanding background leading policy and capital markets work at Ginnie Mae and his two-plus decades working within mortgage banking institutions make him an ideal addition to our team,” said HPC president Ed DeMarco. “Michael will be a key player in HPC’s efforts to identify and promote policies that contribute to the type of sound risk management practices that can support the reliable flow of cash into our housing finance system.”

Drayne most recently served as senior vice president for strategic planning and policy at Ginnie Mae. During his tenure at Ginnie Mae from 2018 to 2023, Drayne was instrumental in developing and implementing policy responses to the COVID-19 national emergency.

Prior to his most recent role, Drayne served as the SVP in Ginnie Mae’s Office of Issuer and Portfolio Management from 2011 to 2018. In this position, he developed policy, oversaw participating institutions, managed enforcement and resolution activities, and handled financing transactions and interagency relationships. Drayne also served as director of the single-family division in the office of mortgage-backed securities prior to that.

Before joining Ginnie Mae, Drayne held senior management and business division head roles at regional banking institutions, focusing on mortgage banking. He began his career with Chevy Chase Bank’s mortgage banking operations.

Drayne holds a Bachelor of Science and a Master of Public Management from the University of Maryland.
